Equality and safety for all women in Israel
Gender equality is a condition for the existence of a democratic, safe, strong, prosperous and more just state.
Since even before the establishment of the state, courageous women have fought for an equal and safe society. Thanks to them, we have had tremendous achievements, but in recent years there has been a worrying regression.
Together, we will resolutely fight against domestic violence, violence against women and sexual violence, bring about equal representation of women in decision-making positions, fight the gender pay gap between women and men and ensure complete support for the families of men and women who serve.
What's the problem?
In recent years, there has been a noticeable decline in the standing of women, personal security, and representation of women in decision-making positions.
The number of women murdered has doubled from 23 in 2022 to 46 in 2025.
In contrast to the Government of Change, which had a record number of 9 female ministers and 11 female directors-general, today only 5 female ministers serve and only 1 female director-general serves in a permanent appointment across all government ministries. At the same time, initiatives to segregate, exclude, and limit the presence of women in academia, the defense establishment, and the public sphere are gaining steam.
Alongside all this, women continue to pay a heavy economic price for parenthood, for caring for the home and family, and for supporting the home front during wartime. This price adds up: fewer working hours, lower wages, fewer opportunities for promotions, and pensions much smaller than those of men.
The result has been a dramatic decline in Israel’s ranking in the World Economic Forum’s Gender Gap Index. Israel is currently 16 places below its 2022 ranking – far below most developed countries.
What's the solution?
Making equality between men and women and the personal safety of women national priorities of the highest order. A national plan to prevent domestic violence and violence against women will be at the top of our list of priorities.
In addition, the government will promote equal representation in the civil service and decision-making fora, work to reduce the economic gaps between women and men, and guarantee the right of women to participate freely and equally in the public sphere without discrimination, exclusion, or forced segregation.
How will we know we've succeeded?
Equality in decision-making fora
Reaching 50% female representation in senior civil service positions and on the boards of directors of government companies, and ensuring gender-impact analysis is conducted for every government bill, government decision, and state budget.
Halting the epidemic of murders of women in Israel
Cutting murder rates to what they were before the Netanyahu-Ben Gvir government and beyond
Justice for victims of sexual violence
Abolishing the statute of limitations for sexual offenses committed against minors, significantly reducing the length of proceedings in sexual offense cases, and shortening waiting times for mental health services for victims.
A more equal job market
A measurable decrease in the wage gap between women and men, an increase in the proportion of women in management positions and high-paying industries, paternity leave for fathers and reducing in the harm to one's career resulting from parenthood and caring for family members.
An equal, safe public sphere
Preventing the exclusion of women and forced segregation in public institutions, academia, the military, and wherever it may occur.

Equal representation in decision-making positions: We’ve shaped a multi-year plan to achieve 50% female representation in senior civil service positions and on the boards of directors of government companies through applying equitable screening and identification mechanisms. We will require the addition of a gender-based impact analysis to every bill submitted to the Ministerial Committee for Legislation, and we will establish a financial incentive mechanism in the party financing system which will encourage the placement of women on Knesset lists.

We will work to reduce the “maternity penalty”: We will revolutionize early childhood education by subsidizing and improving the quality of daycare centers in order to eradicate the “maternity penalty,” along with introducing paternity leave for fathers in addition to maternity leave for mothers.

We will promote equal pay for men and women: We will work to reduce wage gaps by granting effective enforcement powers to the Equal Opportunity Commission, set government goals for gender equality in hi-tech and technology jobs, and require addressing considerations related to gender in plans for assisting businesses and workers during national emergencies.

We will fight discrimination and exclusion of women: We will work to repeal laws expanding the powers of rabbinical courts, require legal training for judges, and implement preventive solutions for get refusal and agunot. At the same time, we will promote adequate representation of women in all areas of the religious establishment – from religious councils and management positions in rabbinical courts to assemblies that elect rabbis. In the public and security spheres, we will repeal the law enabling gender segregation in academia, introduce gender equality as a permanent element of educational curricula for all age groups, and expand the integration of women in combat roles in the IDF.

An uncompromising fight against domestic violence and violence against women: We will define the reduction of violence against women and domestic violence as a top priority for the Israel Police and elevate the leadership of the national program addressing it to the rank of director-general. We’ll establish a broad and up-to-date legal definition of violence that will also include psychological, economic and religious-spiritual violence in order to strengthen prevention, treatment, rehabilitation and protection for victims, and enforcement. We will ensure full and permanent funding of 250 million NIS per year for this program.
We will develop an inter-ministerial data system which will include information synchronization with the Firearms Licensing Division in order to prevent the provision of weapons to violent men. We will also invest in the repair of the rehabilitation and treatment system for victims by increasing the number of social workers as well as reducing the number of patients social workers see to manageable levels and improving their employment conditions.

An interagency plan to combat sexual violence: We will abolish through legislation the statute of limitations for sexual offenses against minors, promote the establishment of specialized courts for sexual offenses, and add effective tools to the Prohibition of Prostitution Law to enable its actual enforcement. We will recruit more police investigators specializing in sexual offenses, shorten case processing times, and work to increase the rate of indictments while ensuring sensitive and professional treatment of victims at police stations.

A full package of support for families of women and men who serve: We see the home and family as an integral part of military service, and therefore we will establish a dedicated body for comprehensive care for the families of reservists. We will expand the assistance and support provided to partners (current and former) as well as to parents who are in shared parenting with reservists.
