A National Plan to Lead the World in Artificial Intelligence

What's the problem?

Israel stands at a strategic crossroads in artificial intelligence. While leading countries are making AI a core component of their national power, Israel suffers from a growing gap between its high technological potential and only partial implementation, reflected in an erosion of its relative standing in the global race.

These gaps are coming into focus, and the hour demands action: there is no integrated government strategy with real authority, budget, and capacity to execute; Israel is at a disadvantage in scale against major powers and highly-focused states; and it lacks deep infrastructure such as supercomputing and energy.

Without a change of course, Israel will lose standing on the global stage and miss out on future growth engines. The price will be an erosion of our economy’s foundations, of Israel’s security advantage, and of our technological superiority over time.

What's the solution?

Return Israel to the global forefront of artificial intelligence by 2030, placing it among the top three leading powers in the world. We will do this through a national strategy that turns AI into a force multiplier for the state, first and foremost in security, health, and education, and alongside this – in government, the economy, and in strengthening human capital.

We will build the infrastructure, capabilities, and governmental framework that will allow Israel to adopt technologies quickly, develop independence in critical areas, and turn Israeli creativity and innovation into lasting national strength and security superiority through AI.

Israel returns to the global forefront in AI
By 2030, Israel will establish itself as one of the world’s leading countries in the field, with a strong industry, advanced research, and independent capability in strategic areas.

Israelis are better prepared for the new world
Students will acquire AI literacy within the education system, the number of AI experts will grow, and workers will be able to gain new skills and succeed in changing professions.

Fast and responsible innovation Companies will be able to develop and test solutions quickly, alongside clear rules of the game and effective safeguards where AI could impact rights, privacy, security, and critical infrastructure.

A faster, smarter government
Government processes will be automated and services to citizens will become faster, more available, and simpler, with ongoing measurement of processing times and service quality.

The architecture of our national AI plan

01

Israeli Technological Sovereignty and Deep Infrastructure

We will significantly expand sovereign computing power, build cloud, energy, and data infrastructure, strengthen chip and quantum capabilities, develop the field of Physical AI, and establish a national adaptation lab for global and open-source models. This will let the state operate, adapt, and develop AI even in emergencies and without full dependence on an outside party.

02

Security Superiority and AI Diplomacy

We will adopt the Sovereign AI model in the defense establishment as well. At the same time, we will turn Israeli AI capabilities into a diplomatic asset through international partnerships in computing, energy, research, and industry.

03

AI Government: Artificial Intelligence in the Public Service

The government will become the central engine of AI adoption in Israel. Core processes will be automated, citizen services will be converted to AI models, and the government will act as a major customer of Israel’s AI industry through fast procurement, sandboxes, government data, and incentives for implementation.

04

The Best Human Capital in the World

We will build a full human-capital pipeline for the AI era, from AI literacy in the education system to doubling the number of Core AI experts in Israel. We will expand tracks for excellence and research, work to bring Israeli minds back home, and launch a national upskilling program for workers in rapidly changing sectors.

05

Enabling, Risk-Based Regulation

We will create regulation that enables experimentation, pilots, and rapid implementation while distinguishing between uses by level of risk. High-risk systems will be subject to human oversight, risk assessments, audits, and recertification, alongside protection of privacy, data, and civil resilience against deepfakes, disinformation, and AI-based fraud.
