B’Yachad led by Naftali Bennett will enable approximately 1.25 million Israelis with disabilities to live full lives, work, and move around independently.
Together, we will finish what we started duing the Government of Change: preserve 60% of an individual’s disability allowance even after they enter the workforce, create a “one stop shop” for centralized assessment, eligibility, and information services, and accelerate the transition from closed institutions to community-based housing.
What's the problem?
Approximately 1.25 million people with disabilities live in Israel – about one in every eight Israelis. Only 53% of people with severe disabilities participate in the workforce, compared with 81% of people without disabilities. Inaccessible transportation, fragmented bureaucracy, and benefits that are reduced when one enters the workforce keep many people from achieving independence. In 2025, spending on disability benefits reached approximately NIS 36.7 billion and continues to grow sharply.
What's the solution?
The Government of Change led by Bennett passed the Welfare Services for People with Disabilities Law in 2022, establishing the right to independent living in the community and providing a budget of over NIS 2 billion.
Together, we will complete the transition from care to independence. We will preserve 60% of an individual’s disability benefit even after they enter the workforce so that no one is penalized for choosing to work. We will automatically make eligibility approvals transferrable between all agencies and assign each family a personal case manager.

Encourage Employment: We will change the benefits mechanism so that entering the workforce will be a gradual and secure process. 60% of one’s disability will be preserved even after they enter the workforce, so that people who want to and are able to work will not be penalized for seeking to become independent.
The State will provide professional and technological guidance for adapting the workplace environment for people with disabilities through the Ministry of Welfare or local authorities. At the same time, the vocational training system in the Rehabilitation Division and the Ministry of Labor will be upgraded, with an emphasis on high-productivity occupations. There will also be enforcement of appropriate representation targets in the civil service.

Implement Assistive Technology and Rehabilitation: We will make Israel a global leader in accessibility, rehabilitation and assistive AI technology by establishing dedicated innovation tracks, pilot programs and lean, flexible regulation.

Promote Accessible Transportation and Tourism: We will set a target of 25% accessible taxis in Israel. We will make Israel’s 100 leading heritage tourism sites accessible and establish a standard for accessible hotel rooms in every new hotel.
Lead a Revolution in Accessible Air Travel: We will work to ensure that passengers with disabilities can fly safely, independently, and with dignity, together with their mobility aids. We will establish standards for accessible seats and lavatories on new aircraft operated by Israeli airlines, and promote an innovative model that will enable Israel to become an international pioneer in this field.

Promote Accessible, Community-Based Housing and Encourage Accessible Businesses: We will provide tax benefits to businesses and housing developments that invest in accessibility for individuals with physical, cognitive, and psychosocial disabilities. We will provide incentives to real estate developers who make at least 5% of their apartments are accessible. In addition, we will accelerate the transition away from large, segregated institutions toward community-based housing. The State will shift from funding segregated facilities to funding individualized support that enables a person to rent a regular apartment and participate socially and economically in the community.

Create Accessible Pathways to Military Service Based of Abilities: We will change the way young people with disabilities serve in the IDF. We will replace the cumbersome volunteer track with a clear pathway based on abilities and skills, and expand service opportunities in intelligence, technology, cybersecurity, in-demand professions, and operational support.

Work to Reduce Stigma: We will implement programs to reduce stigma through education, culture, media and research, led by people with disabilities.

Implement Zero Bureaucracy and a “One-Stop Shop”: We will eliminate the burden on citizens of having to prove their eligibility separately to each agency by creating an automated system for transferring eligibility approvals between government ministries, local authorities, and infrastructure companies.
At the same time, we will move to a unified service model – a “one-stop shop” – that brings assessment, eligibility determination and information services together under one roof. We will eliminate the fragmentation that currently forces families to deal separately with the Ministries of Education, Health, Welfare, and others. Each family will be assigned a case manager who will serve as a single point of contact for accessing benefits and receiving guidance. This will help address the needs of parents who currently feel overwhelmed by the complexity of the bureaucracy and volume of information.

Establish an Accessibility and Empowerment Authority in the Prime Minister’s Office: The Authority will include the Commission for Equal Rights of Persons with Disabilities in an enhanced form, in order to consolidate responsibility and authority under a single administration. The Authority will coordinate and oversee the activities of the Ministries of Transportation, Education, Economy, Construction and Housing, Health, and Welfare, and will also work with the IDF. The Authority will set national standards, receive a dedicated budget and executive powers, measure the government’s performance, and publish its targets and results to the public.
