We will define crime as a security threat, reestablish the Cabinet for Combating Crime, and bring the Shin Bet into the fight.
The plan restores the approach that already proved itself under the first Bennett government. It includes a national operation to collect illegal weapons, hitting criminal organizations where it hurts – their finances, sealing our borders against smuggling, and putting police officers back in our neighborhoods.
What's the problem?
On average, one person is murdered in Israel every 24 hours in criminal violence – an all-time high. Hundreds of thousands of illegal weapons are circulating on our streets. Small businesses and farmers are paying protection money, and in entire areas of the Galilee and the Negev, criminal organizations are the ones making the rules. It’s like the Wild West.
Mothers are afraid to let their children go outside near their own homes. Across the country, there has been a complete loss of personal safety.
74% of the public believe that police decisions are influenced by political pressure. The police have become a poorly managed, failing organization that focuses on secondary issues while neglecting what matters most. This at an enormous cost to human life and our economy.
Worst of all, we know there is another way – because we have already done it.
In 2021, the Bennett government established the Cabinet for Combating Crime and launched Operation “Safe Track”. Crime fell dramatically.
Then the new Minister of Public Security came in and dismantled both. We are all paying the price in human lives.
But this can be fixed.
What's the solution?
We will return to the measures that proved successful under the Bennett government. We will define crime as a threat to national security and make eradicating it one of the government’s four overarching priorities. We will reestablish the Cabinet for Combating Crime, appoint a national coordinator, and bring the Shin Bet into the fight.
The goal is to restore governance and restore personal safety for every citizen in every part of the country, and to put an end to criminal terror and the takeover of everyday life by organized crime.
We will act on three fronts simultaneously. We will launch a national operation to collect the hundreds of thousands of stolen and illegal weapons in circulation — from the Galilee to the Negev. We will put an end to protection rackets by taking down crime families using the “Al Capone” method. This means hitting criminal organizations where it hurts by going after their finances and seizing their assets. And we will secure our borders against weapons smuggling, breaking the link between threats from outside and dangers at home.
At the same time, we will restore governance by freeing the police from political interference, rebuilding the force, and turning it into a professional and independent organization. We will restore security to our neighborhoods by expanding municipal policing as well as restore the public’s trust in the police.
We will use the approach that succeeded under the Bennett government. And in the next government, we will do it faster and more forcefully.

Crime = A National Security Threat
Eradicating murder and crime will be a national priority under the direct responsibility of the Prime Minister. We will reestablish the Cabinet for Combating Crime and appoint a national coordinator with the authority, funding, and measurable targets to get the job done. We will bring the Shin Bet into the fight, with the full range of its intelligence and operational capabilities.

A National Operation: Getting the Guns Off the Streets
We will define crime as a security threat and bring the Shin Bet into the fight, with the full range of its intelligence and operational capabilities. Together with the police, we will go deep into crime hotspots in the north and the Negev and collect the hundreds of thousands of stolen and illegal weapons in circulation. We will increase the minimum penalties for illegal weapons possession.

Crack Down on Criminal Organizations and Put an End to Protection Rackets and Agricultural Crime
We will use the “Al Capone” method. We will identify the 100 leading criminals, and then the police, State Attorney’s Office, Tax Authority, Money Laundering and Terror Financing Prohibition Authority, National Insurance Institute, and local authorities will pursue them together on every front. We will seize, freeze, and confiscate their assets.
We will relaunch the “Safe Track” program to arrest the heads of criminal organizations and take them off the streets.
To combat protection rackets, we will activate the national compensation fund, pass legislation regulating security companies, and establish a dedicated police unit.
This plan worked extremely well under the previous government. The current government dismantled it all and crime came roaring back.

Secure Our Borders and Stop Smuggling
We will map out vulnerabilities along the borders and shut down smuggling routes using operational and technological means, including counter-drone capabilities. Instead of chasing individual couriers, we will dismantle the networks and financial operations behind them.
All relevant agencies will operate under a single command alongside a dedicated investigations and prosecutions team.

The Negev will return to Israel’s hands
The Negev will no longer be a lawless no-man’s-land. We will double the number of police stations in the south, reinforce dedicated law enforcement units, and enforce the law with zero tolerance.
We will address Islamist radicalization and support for Palestinian terrorism as well as eliminate incentives for polygamous families in Bedouin society. At the same time, we will regulate settlement, introduce Hebrew-language and state education, and encourage enlistment in the IDF.

Restore Security to Our Neighborhoods
We will strengthen municipal policing including by assigning Border Police forces to police stations, expanding foot patrols, and reinforcing police presence in crime “hot spots” with patrol vehicles and technological tools. This model has been successfully implemented around the world.
In addition, we will strengthen frontline police officers by encouraging the recruitment of top-notch military veterans and providing incentives for operational and managerial excellence.

Free the Police from Politics
We will pass legislation restoring the police’s independence, enabling it to become a strong, professional, independent organization that has the public’s trust.
We will stop the wave of police officers leaving the force by providing appropriate compensation and rewarding officers who uphold the law.
