B'Yachad's National Security Plan
What collapsed on October 7th wasn’t just our defenses on the Gaza border: an entire security doctrine collapsed. Israel’s leadership remains captive to the konseptziya – the flawed security concept – of October 6th. B’Yachad will lead Israel to a new security doctrine: from containment to deterrence, from attrition to decisive victory, and from victory to rebuilding and growth. National security isn’t only the military. It rests on the power of our economy, our diplomacy and our internal strength.
01
The First Pillar - Military Might
A large, proactive and lethal military that replaces containment and passivity with decisive victory, and does not fall behind in the next arms race: AI.
02
The Second Pillar – A Strong Economy
We cannot sustain an air force that strikes from Tehran to Yemen, the world’s most sophisticated drones, and world-class cyber capabilities without a strong economy to fund them. A strong economy starts with excellent education and a hi-tech sector that remains in Israel.
03
The Third Pillar – Diplomatic Strength
Israel will once again set the agenda, not just be on it. We will build regional alliances with moderate states, pursue normalization with key countries, and establish a national body to fight for Israel in the battle for global public opinion.
04
The Fourth Pillar – National Resilience

Our policy principles
01
Decisive Victory Instead of Containment
We will return to the principles of Ben-Gurion and Dayan: short, decisive wars instead of a thousand days of attrition and foot-dragging. Under the previous Bennett government, Israel responded even when Hamas launched a single balloon from Gaza, and the south enjoyed its quietest year. We will act faster and strike harder.
02
Gaza: Hamas Disarms, or We Disarm Them
Israel, and no one else, will be responsible for the security of Israel’s citizens. We will not move a millimeter from the Yellow Line until Hamas is fully disarmed. Our policy is simple: Hamas rearms, we strike. Hamas trains, we strike.
Once we have prepared the army and the world, we will give Hamas an ultimatum: disarm, or we will disarm you. We have no interest in running Gaza, only in making sure it does not become the launchpad for the next massacre.
03
A Large, Proactive, and Lethal Army
Instead of a “small and smart army,” we will build a large, proactive, and lethal one. It is unacceptable that the IDF is short 20,000 soldiers while 100,000 healthy young ultra-Orthodox men do not serve. Everyone will enlist: no exemptions, no committees, no backroom deals. Those who don’t serve won’t get a shekel from the state.
04
AI is the Weapon of the Future
AI is the weapon of the future, soon to be even more important than nuclear weapons, and it is the next arms race for great powers. We will build AI-driven operational superiority across the entire combat ecosystem and secure Israeli sovereignty over models and computing power in critical areas.
05
A Firm Response to Every Enemy Buildup
Any rearmament and training by Hamas are violations of the ceasefire agreement and will be met with an immediate strike. Once the military and diplomatic groundwork is in place, Hamas will be given an ultimatum: disarm or Israel will disarm you.
06
A Strong Economy and Excellent Education: The Foundation of National Security
We cannot sustain an air force that strikes from Tehran to Yemen without a strong economy to fund it, and there is no strong economy without excellent education. When a third of first graders aren’t learning English and math, who will build the next Iron Dome? We will revolutionize education and bring hi-tech back home.
07
Flipping the Equation on Iran
If Hezbollah strikes Israel, Israel strikes Iran. The Bennett government did this twice and it created deterrence. With one hand, Israel will prevent Iran from obtaining nuclear weapons; with the other, it will accelerate the collapse of the regime which is “rotten and hollow from within.” We will use every tool available: diplomatic, economic, technological, and informational – just like Reagan did with the Soviet Union.
08
The Battle for Global Public Opinion
Israel has the Shin Bet to target Palestinian terror. We have the IDF against our enemies on our borders. But we have nothing in the battle for global public opinion. We have abandoned this front, and as a result Qatar and Iran are poisoning an entire generation at the world’s leading universities.
In the next government, we will establish a national public diplomacy body under the Prime Minister’s Office. Just as there is 8200 for intelligence, there will be 8300 for the information war, and it will take the fight to Qatar, Iran, and Israel’s enemies.
09
A New Middle East of Opportunity
The new Middle East taking shape before our eyes holds not only threats but enormous opportunities. We will strengthen the Abraham Accords, revive the Negev Forum launched by then-Foreign Minister Yair Lapid, and achieve normalization with Saudi Arabia, Indonesia, and other key countries.
We will build an alliance of the region’s moderate forces against Iran, Qatar, Turkey, and the radical forces.
We will act to shape the region’s future, instead of letting others shape it for us.
10
Qatar is an Enemy Country
Qatar financed the October 7th massacre, bankrolls radical Islamist terror groups, and runs a global influence operation against Israel. It is not a “complex country.” It is an enemy state, and the next government will declare it one immediately. We will remove Qatar and Turkey from any involvement in Gaza and bring in Egypt, which has a genuine interest in disarming Hamas. The Mossad, the Shin Bet, and the IDF will receive clear instructions to act against Qatari infiltration as they would against any enemy state, and we will cut out the metastases of its influence inside Israel.
11
Illegal Weapons are a Terror Threat
Some half a million illegal weapons fuel both terror in Judea and Samaria and organized crime, and anyone who treats this as a criminal problem is trapped in the konseptziya. Any area where there is intelligence on weapons will be declared a closed zone, and a joint command center will go house to house, seize weapons, and confiscate the assets of those involved. At the same time, we will map the weak points along our borders and block smuggling routes, including countering drones. We will stop chasing couriers and start taking down the networks and money that drive them.
12
National Resilience
Twice in our history, an independent Jewish state in our land was destroyed due to internal strife, and our enemies have always waited for the moment we were weakest from within. We will unite Israel under one flag and establish a state commission of inquiry to prevent the next October 7th. We will guarantee security for every border community and rebuild Nir Oz and the other Gaza border communities, Kiryat Shmona, and the entire north. And we will make sure the families of our reservists and career soldiers know they are not on their own.
